HERE'S A QUICK SUMMARY OF AB 690
- Extends the Sunset provision to January 1, 2030
- Has minimal impact on the state budget
- Does not mandate new services or regulations to be provided by State Agencies, County Clerks, Department of Consumer Affairs, etc…
- Introduces a CLEAN BILL: everything basically remains the same, no enhancements.
AB 690 allows LDAs to continue their work helping self-filers access the legal system by extending the sunset date of the current statues authorizing and regulating LDAs, for the next 6 years, until January 1, 2030.

AB 690 allows CALDA to achieve its primary short term goal of extending the sunset period to January 1, 2030...6 more years.
WHAT IS A CLEAN BILL & WHY IT MATTERS
A "Clean Bill" is free of extensive amendments and any problematic or contentious portions which may have previously lead to its rejection.
Going with a "Clean Bill" increases the odds of a bill's quick passage.
Once AB 690 clears the Assembly, it will have to go through the Senate. Although we don't anticipate any resistance to AB 690 in the Assembly, there could be a different perspective in the Senate. Due to California's current budget deficit crisis, a "clean bill" is likely to be met with less resistance from the Senate. Senators are reticent to pass any legislation that is going to increase taxes or add to the current deficit. This is why the "Clean Bill" strategy is being supported by Assemblymember Chen, Precision Advocacy, and CALDA.
